Apparently IOS (ipad) doesn’t allow the Chrome extensions, so Webclipper is not available. Is there another option to use on the ipad? Will another Webclipper app (EverWebClipper?) have the same functionality?

As you said, iOS doesn’t allow extensions 
The best we could do would be along the same lines as how the Evernote clipper works on the iPad, where you would share a web page with your tree, then you would open your tree and tag people after the fact.
